Fertilizer should be applied to trees and shrubs at least once during the year. If you fertilize only once during the year, apply it just before growth occurs in the spring. Fertilizer must be in contact with water to dissolve and move to plant roots. Apply fertilizer near the sources of irrigation water and on top of the soil surface. If a surface mulch is present, rake this mulch away from sources of irrigation water and reapply the mulch after the fertilizer has been applied. 

Alternatively, fertilizer can be broadcast under the canopy of  trees and shrubs and washed through surface mulch and on to the soil surface with a hose.

Plants that are 2 feet tall, apply fertilizer in two locations. Plants that are 4 feet tall, apply fertilizer in four locations. Plants that are larger than this, apply fertilizer in multiple locations where there is irrigation water.
