It's okay to look at the name of a fertilizer but it is more important to look at the numbers. There are three numbers that appear somewhere on the fertilizer label. They will look something like this: X-Y-Z
X is nitrogen and higher numbers promote the growth of leaves and stems and improve the dark green color of the plant.
Y is phosphorus and higher numbers promote the development of flowers and fruit, roots, production of seed and oil content of plants.
Z is potassium promotes overall general health and improves heat tolerance, drought tolerance and resistance to diseases.
The company called Arizona's Best has given this fertilizer the name, Starter Fertilizer. The reason for this name is because of the high phosphorus content (Y) in this fertilizer. Starter fertilizers will promote root growth because the plant is just "starting" and root growth is very important at this stage of its life.
But this fertilizer could also be used to increase flower production and fruit production of roses, fruit trees, and other flowering plants.
The high potassium content (Z) is always a good idea and is never a problem. Always try to find a fertilizer with moderate to high potassium (Z) content.
Continuous applications of high phosphorus fertilizers can present problems down the road but not potassium. High phosphorus fertilizers should be applied to soils only once or twice during the year or when a soil test indicates it is needed.
Or .... unless you are spraying the foliage of plants with a high phosphorus fertilizer and not putting it on the soil. Foliar applied high phosphorus fertilizers can be applied to the plant numerous times without problems. But not to the soil.
